Like any system, the salary cap is being manipulated/better managed by the more affluent clubs resulting in the talented players always being lured by these clubs in favour of clubs like the Tigers (even when we don't have salary cap issues - of course there are several recent exceptions be it Ellis or Blair but the Tigers had a stronger playing roster then as well).
All three clubs have issues with their management.
Other well managed clubs that aren't in your top list, such as - Panthers, Warriors, Raiders, etc. aren't having this problem.
