Parra werent restricted by the cap by the looks of it so no issue for them.
Parra were on the rise before he got there, Peats returning after missing most of last year, the young rising forwards getting more experienced plus the other added players all had a huge role in improving Parra as well as the addition of B Scott. He is not some magic elixer.
In fact, most of his career, Scott has played at average to poor clubs, and the sides he plays in at rep level lose, he is not one of those guys that is consistently surrounded by success, like the other bloke they bought Foran, he seems to lift everyone around him to victory.
