Formatting tools

In my reply box I have no access to the formatting tools... Bold italic quite etc

Sometimes if I quote a lengthy post I wanna highlight part of it... Unable to do this... I'm using Android and Chrome.... On my laptop it's good

Any idea if I can change settings somehow I'm baffled
