If TNT doesn't play this year could we use his money?

Simple question that I don't know the answer for. If it become apparent that TNT could not make the field this year (I hope that is not the case), could we use his money for another player under the salary cap this year?
 
I am sure we are paying him his contract but i was under the impression that a player must get onto the field in some capacity (trial or game) to count under the salary cap under NRL rules. Again I really don't know the answer. Even if we could use his money to let more lower grade players play NRL this year it would help.

Wouldn't matter SCT as Sheens wouldn't use the cash wisely anyway, he'd have all the wingers from both State Cup teams sitting on the bench.
