I loved it when the HIA was called on Kyle Flanagan. Personally, I believed he was milking it. If he wasn't milking it however, it still makes sense to have the HIA as if you are on the ground holding your head for ages surely you need to go off and get checked out for safety. For that reason I believe in all instances if someone is down clutching their head for ages a HIA should be called more often, though with some discretion.

Agreed but very limited discretion, if you are going to milk it you have to go off, even if it's the last second of the game then you have to go through the protocol to be named the following week.
 
I actually think if a player stays down after contact for a period of time impacting the speed of the game (say 15-20 seconds) then regardless of the outcome they should leave the field for a period.
If it isn’t decided for foul play then the team either loses an interchange or plays with 1 player short for a period. If it’s a penalty they leave the field for assessment.

It would stop the players intentionally playing for penalties if it means they leave the field but also avoid coaches milking it for free interchanges.
