Although the article is based on the afl, it relates to NRL as well:

TV stations told to play fair over footy rights
Phillip Coorey
September 21, 2010

THE federal government has promised AFL fans that last week's debacle in which free-to-air TV delayed for two hours the telecast of the preliminary final between Collingwood and Geelong will never be repeated because of impending changes to the way live sport is broadcast.

**Under changes to the anti-siphoning laws to be unveiled before Christmas, free-to-air television stations will be required to broadcast sport live or hand it over to pay TV.**
However, the stations will have the option of broadcasting the event live on one of their secondary digital channels, instead of their main channel, giving them the best of both worlds.

Only if they choose to hoard the event and not run it live at all will they have to allow pay TV to broadcast it under a ''use-it-or-lose-it'' provision.

The changes have been ready since early this year but were delayed by the government's various misfortunes including the mining tax imbroglio, Kevin Rudd's ousting and then the election. They are awaiting sign-off by the cabinet and will be enacted by regulation before December 31, when the current anti-siphoning list expires.

On Friday night, viewers in Sydney, Brisbane and Canberra were unable to watch the preliminary final on Channel Seven or its regional affiliate, Prime, until 9.30pm, two hours after the game began. The event was made available live on Fox TV's Main Event channel.

Channel Seven and Prime were inundated with complaints from people without pay TV but they were told the AFL would rate poorly against the NRL final between the Canberra Raiders and Wests Tigers (on Channel Nine) so it was worth Seven's while to delay coverage.

The new regulations cover the next AFL TV rights contract which runs from 2012 to 2016 and is forecast to be worth $1 billion.

The latest figures show that as of June 30, 74 per cent of Australian households had converted to digital television. By contrast, 30 per cent subscribed to pay TV.

Analog TV is due to be phased out completely by 2013.

i always listen to the footy live on the radio on sunday afternoons - much better than a delayed telecast by the mongrels at channel 9.

Bring back the 3pm game Sat arvo on the ABC….No ADDS

Stupid near sighted NRL

Why not watch live feed on net like me

What really pisses me off is that on the main event channel on fox on friday nights saturday nights and sunday arvos in ACT,NSW and QLD you can watch live AFL so why dont they do the same for NRL matches in VIC,WA and here in SA?Isnt FOX owned by news limited who owns half of the NRL?Why dont they look after the people who support the sport they have an investment in instead of pissing on us

i will in the future if its a wests tigers game - didnt know that - thanks for the tip. but other teams i'll just listen on the radio so i can do other things at the same time - plus i dont mind warren ryan or ray hadley - i think they're okay commentators on the radio.

Was thinking when I started reading the article that I had heard all of this before. Then it went on to say "_The changes have been ready since early this year but were delayed by the government's various misfortunes including the mining tax imbroglio, Kevin Rudd's ousting and then the election. They are awaiting sign-off by the cabinet and will be enacted by regulation before December 31, when the current anti-siphoning list expires"_
No doubt it will be avoided again next year, especially by channel 9 who seem to do everything in their power to shaft NRL fans.

It should mean more live NRL games on Victorian television too!

bollocks!!

It is a "use it or lose it policy" - noone else will be in the position to take the games off Nine under the contract and Foxsports has a **national** schedule for their three channels that would not allow NRL games to be slotted in live just for the Vic market.

Fox already supplies up to three live saturday evening games - one or two live games on sunday & one live on monday night.

That equates to every Melbourne game this year (after the scandal broke) being live on Foxsports in Melbourne (sorry if the pubs don't play that channel - just be more insistent)!!

This ruling does not make it mandatory for a free-to-air stations to provide it live despite the number of affiliate channels that they are bringing on line. However - the policy is a step in the right direction to ensure that 100% of significant local sporting events will be shown live on either free-to-air or pay-tv.

They were fantastic days - just a 3pm game on Saturday at Leichhardt, North Sydney or Belmore is good enough for me (even without Morrow & Boland talking their crap - and Bomber Peard making some bizarre sense)!!

However - they were without dispute the worst attended games and were abhorred by clubs. It was considered the leper spot on the weekly schedule and that is why it got shafted.

I can even remember a game in 1988 at Leichhardt v Manly when it was p***ing down and had been for days - Junior was making a return from injury & Dave Brooks was back from the UK. The ground & hill were quagmires after the week of rain. My mate & I were the only two people on the hill side of Leichhardt for the entire game (and there would have been only a thousand or so in the stands!!

It should be noted that Balmain won that game (one of my favourite matches of all time) 8-6 - and it should also be noted that Balmain went on to the Grand Final in 1988 - & Manly had won the comp the previous year!

Regardless of the inclement weather or the quality of the teams - pathetic crowds were the order of the day!

Well that's not entirely true… Foxtel put live AFL games on Friday nights for NSW/ACT viewers only on the Main Event channel. These games are live on FTA in the states below the Barassi Line but delayed into NSW and presumably Qld.

So 9 could still put their live games on in Syd + Bris and Foxtel could run them on Main Event into Vic.

The end result of all this I think will be 9 putting the other Friday night game on one its other channels and then flip the order so you'd get (in NSW):
Ch 9 - Game 1 (live) Game 2 (delay)
Ch 9 2nd channel - Game 2 (live) Game 1 (delay)

For Sunday you might even see games being played at 4pm so nine can go live...

That would have more to do with the contracts the NRL has with 9 and Foxtel. I'd think Fox Sports are unable to show a game before 9 screens it in that market. On the other hand I believe the AFL broadcast contract was negotiated with 7,10, and Foxtel together so there's a bit more flexibility.

They were fantastic days - just a 3pm game on Saturday at Leichhardt, North Sydney or Belmore is good enough for me (even without Morrow & Boland talking their crap - and Bomber Peard making some bizarre sense)!!

Yes I am aware of those reasons…..but crowds in those days were crap....and all they did was in reality replace it with MNF. the lowest drawing games each week....I think crowds today are much stronger and people especially family's want day time football...

Get rid of the 2nd game on Friday night for a 3pm 5.30 pm and 7.30pm Super Saturday....wooo

i dont mind the 4pm (unless its tigers )
like to watch the 2pm game live, have 10 minutes to prepare for next game!

hmm i quite like having the 2 friday night games actually.

monday night football gets a bit lower crowds but it gets excellent tv ratings and it isnt going anywhere. i quite like it how it is.

maybe the game that is on channel 9 on sunday shouldn't be played until 4pm so it is live on tv

there are normally 2 games on sat at 7.30pm (one of them televised at 9.30pm) maybe they could play that game at 2pm sunday and have it on foxtel at 6pm because they already have another sunday game live on foxtel at 2pm

I think the reason they got rid of Saturday arvo games at 2pm or 3pm is because people were playing football during those times and didnt get to see all their team's matches on tv or at the game…
