New state-based competitions

Two new state-based competitions will be run in NSW and Queensland from 2018 as part of a new pathway program for elite NRL players.

Under the new structure, approved by the Australian Rugby League Commission, each competition will be expanded and decentralised to comprise up to 16 second tier clubs.

NRL Head of Football, Brian Canavan said all NRL clubs will be encouraged to form partnerships with two of these teams from which they will draw talent for the Telstra Premiership.

The new competitions will replace the National Youth Competition which is not regarded as the most appropriate pathway for young players. The NYC has also become costly to run and has been identified as putting undue pressure on young players coming through the ranks.

"The new model is designed to provide a clearer pathway for elite junior players aiming to play in the NRL," Mr Canavan said.

"We have been concerned for some time about the welfare issues affecting many young players struggling to cope with the pressures of the NYC.

"This model will enable more juniors to stay at home, rather than having to move away from their families, to play Rugby League.

"And it will enable us to expand the game into regional and neighbouring overseas countries which we envisage will become part of the new State based competitions.

"It will also result in significant savings for clubs as they reduce their NYC costs and invest in the State League competitions instead."

Kangaroos coach Mal Meninga said the new structure was a major step forward for the game.

"Players coming through the ranks will now have a clear, dedicated pathway to the NRL and representative football," Mr Meninga said.

"The new model will not only help to expand the game both in Australia and overseas but it will provide better protection for young players at risk of developing welfare issues and being forced out of the game.

"So I can see the revised structure leading to better quality football on the field and a better support system for our young players off the field."

Under the proposed new model:

• The NRL is working with the RLPA to increase the number of players that clubs can include in their full time squad. Those who fail to make the final NRL squad will return to play in the State Cup

• Salary limitations for State Cup and the State Youth Cup are also being discussed with the RLPA

Mr Canavan said working conditions regarding young players are still subject to negotiation with the RLPA.

"The RLPA has been involved in these discussions which commenced well before the negotiation of the new CBA and we will continue to work to secure their agreement of the new model."

Mr Canavan said the new model would encourage clubs to develop junior players from their affiliated State Cup team – rather than simply recruiting them from other areas. It will also better cater for "later maturers" than the current system.

"The States will continue to operate their traditional junior competitions and State based Under 20s competitions," Mr Canavan said.

"But players from New Zealand and country regions will be able to stay in the game without having to leave home.

"We believe this is the best way to expand the game in the short term – and create a sustainable competition structure for the long term."

Look it has some good ideas , but I see that places like Brisbane and the Warriors will benefit the most from this which isn't what the game needs

And it will put more pressure on the Sydney based clubs to produce players

Nextly does Keebra Park become null and void in real terms for the WT's

You're right there
A lot will depend on which clubs will be aligned with the strongest NRL clubs,
But at least getting rid of the touch football that's played in the U20's is a good start.

Some forum members suggested that Wests Magpies wanted to enter a side in the Intrust Super Cup to compete 'against' Wests Tigers, providing the funding is available it would help provide greater depth.

I don't see why not - it would just mean players who want to align themselves with WT would go through a different pathway - they would be attached to one of WTs feeder clubs. It means teams that have traditionally just sat back and waited until players have made the grade and then pounced with big dollars are now going to have to put some resources into development i.e. roosters. However there is no fine print in the article such as are feeder clubs allocated or will there be a mad rush to align to the best clubs, do you get one club from NSW cup and one from Qld cup, how does this help the game at grassroots level.

Huh? so the NYC becomes the NSWYC instead of the NYC. What does this change? Very little. You still need kids, there's still an equivalent comp. If anything it could improve the need for Keebra. Maybe we would want to have a state cup team in both NSW and QLD?

Easts Tigers (as well as Sunshine Coast Falcons) are affiliated with Melbourne Storm

I think this is more the point. The NYC just won't be an NRL comp, it will be a NSWRL Comp (probably a return of the Jersey Flegg) & a QRL comp, so we will still have a team to fill.

I don't see the need to have a presence in the QRL - we will have NSW Cup, Jersey Flegg (or associated comp), Ron Massey Cup, Sydney Shield, 2x SG Ball & 2x Harold Matthews in our system, that is a fine pathway in the NSWRL, which I think we should be supporting given we're the creation of two foundation clubs.

Yeah i think it will basically be Flegg with a few new sides from other regions added too. Who knows, maybe Dubbo? And clubs will probably be able to use affiliates like Mounties or Wyong if they want to too.

Why QLD? Well because basically there's NRL 4 clubs that have an oligopoly on all the players from there. And they all do pretty well out of it. meanwhile we're joining everyone else in the dogfight that is Sydney when there are just as many good juniors up there.

Nah its at Bardon , near Mt Cootha , end of the Western Freeway basically

Home ground is Purtell Park

They were a club who had a great history , won many premierships

They were the club I and my family supported , Ipswich didn't enter the BRL until about 1984
 
The whole point of moving the 20's back to the State Leagues is to allow the talent to grow and mature closer to home. With the make up of the 2 states running a 20's program separately, a presence in Qld is a must if we want to identify/develop talent on an even playing field…

Focusing purely on talent within the Sydney/NSW market space is crazy... We need a National Presence to be a successful National Franchise within the NRL!

As mentioned, East Tigers are presently aligned with Melbourne until the end of the 2018 season. Brisbane Broncos are also keen to form a partnership once this finishes.

Looking to the future, Easts have just signed a development arrangement with the South Australia Rugby League where they will run and over-see SARL Junior Rep Programs and providing a pathway into Qld Cup for their players. Our initial outlay was $100k in grants to the SARL, plus providing Coaching & Development Programs.

Easts Tigers have a Vision!
 
You'll probably find a lot less kids looking to neck themselves when they know that they're not on the scrap heap if they don't make grade by the time they hit 20.
