well, technically, NZ was part of NSW until 1 July 1841…

then again, so was QLD until 5 June 1859

Depends where they played their junior football, mate. Like Rothfield said Foran (Asquith Magpies), Luke (Bulldogs, Jersey Flegg), Watene-Zelezniak (St Clair Comets) and Taupau (Greenacre Tigers/Padstow Panthers) all played their junior football in NSW. Taumalolo (Townsville) and Marshall (Keebra Park) in QLD. If they've played a fair chunk of their junior football in either state, then they should be able to play Origin.
 
Are they Australian Citizens?

If not - then no way to start with. Don't care who they played their Junior football with.
