NRL fines Manly Sea Eagles $750,000 for salary cap breaches

Was there a bogus contracted for DCE registered with the NRL?
That's how the story reads at least that is part of it.
Did DCE sign said contract?
If he did, him & his manager are clearly part of the cover up.

Seriously the NRL has to be one of the most corrupt organizations in sport.
This breach by Manly came to light because of a whistle blower and/or police investigation and they tipped off the NRL.
Does the NRL even have a salary cap audit team anymore?
If they do, why don't they EVER find anything??

Thats what Iam saying, the players cant hide behind their managers. They have to take 100% ownership of the deal they have wi club and its legality. If it is becomes known that in fact they are receiving monies or goods outside the cap they should along with their manager be suspended for 12 months at least. The argument that I leave all this stuff in my managers hands just doesn't wash.

Will the NRL do anything…not on your Nellie

From what i have read they were notifying the NRL of amounts lower than the players were actually receiving and then putting them in touch with outside sources who would top up to the agreed amount between club and player - say they offered a player $250 k a year they would then pay him $200k and get an outside source to top it up the extra $50k. They would then register the contract as $200k. Their defence is they didn't guarantee any additional amounts. No matter how you look at it its cheating. Plus the players must have known their income was being topped up by outside sources. The players defence is they let their manager handle all financial affairs. The word is one of the managers involved in the parra scandal and got off scot free is also involved in this mess.
My understanding has only been whats reported in a number of media outlets so who's to say if its right or not.

This was Paul Kent's slant in the DT :

Ignore the hard noises, the NRL are going soft on Manly’s salary cap cheating
Paul Kent, The Daily Telegraph

FORGET everything you saw, the NRL’s hard-line stance against Manly was nothing but posturing.

After police leaks and intense media speculation sparked the NRL into investigation nine months ago, Emerald City was simply under too much pressure to clear Manly.

So they pushed on, hoping nobody would peel back the curtain.

The Sea Eagles believe the NRL is applying the internal process to come down hard on the club for the sake of public appearances rather than the legal process which would exonerate them.

It would explain some of the bizarre decisions from Monday’s sanctions against Manly for salary cap cheating.
\
\
Why are two officials, former chief executive Joe Kelly and chief operating officer Neil Bare, about to lose their jobs for their role in the scandal — yet no action has been taken against the beneficiaries of their alleged actions, the players?

While there is no suggestion players knew of payment discrepancies, why aren’t they ultimately responsible for their own finances, in the same way athletes are responsible for what substances go into their bodies under Australian Sports Anti-doping Authority code?

Why were no competition points deducted from a team where as many as 15 players, according to NRL chief executive Todd Greenberg, were allegedly given under the table money?
\
\
What the NRL did do was equally perplexing.

Owner Scott Penn got hit with a $750,000 fine.

The sanctions actually put more money in Penn’s pocket, not less.

It breaks down like this:

The Sea Eagles were fined $750,000 but a third of that, $250,000, is suspended if Manly undertakes “appropriate governance changes”.

So they go find a course that tells them not to cheat, apparently, and once they tick that box it leaves $500,000 to pay.

The Sea Eagles have also been hit with a $660,000 penalty “applied to the salary cap” over the next two years.

So the $660,000 that Manly can’t spend on the cap will now go towards paying the $500,000 fine.

It leaves Penn $160,000 in the black.

Beautiful.

The NRL needs Penn more than Penn needs the NRL.
The greatest damage is to coach Trent Barrett and his roster, forced to head into this season and the next without a mid-range player. Yes, just a mid-range player after the $330,000 is applied.

As for Penn, other than his $160,000 bonus no other action has been taken. Which is just as well.

In November 2016 Penn revealed his family was tipping in about $1 million a year to keep Manly operating.

If the NRL hit Penn with a 12-month suspension — as it did with Kelly and Bare — what would he do?

He would throw the keys at them.

Why continue investing a million dollars a year into a team which he was banned from running?

And if Penn walked out you could shut the doors on the Sea Eagles forever.

Who would buy a club that costs about a million dollars a year out of your own pocket to run?

The NRL can’t help.

Greenberg was on record last year saying that the NRL no longer has the funds to support a club that gets itself into financial trouble.

And then the NRL’s $2 billion broadcast deal would have to be renegotiated at a reduced amount because the NRL would no longer have eight games to sell. Seven games and a bye would be worth significantly less.

And this, for an organisation that has no money in the bank from its last $1 billion broadcast deal and was rejected by all the major banks for a $30 million bridging loan before Christmas because the banks did not believe the NRL was worth the risk, wold be a disaster.

Since Penn was not part of the negotiations, he escaped sanction.

Dodged a bullet there.

Bob Fulton is still waiting for a phone call to tell him what he did wrong.

Greenberg was categorical Fulton would not be welcomed back to the game after resigning as an Australian selector last year.

Yet Fulton has not been told why.

“All I want is transparency,” he said.

He was part of the broader negotiations with players but not present for the details to be worked out, when the alleged deals were done.

If all the clubs had the same amount to spend on players as per cap and they have to put a squad together in the NRL why **wouldn't the NRL get rid of TPAs…the cap** amount is what your permitted to use,no outside benefits at all....I know everyone will say but the big marquee players will suck the money up...to bad,if they want to play in the nrl then an x amount is all they are worth...or move to SL ....just saying this could keep them all on a level playing field...I forgot the brown paper bags...something needs to be done about them as well...

No matter how you look at it someone will find a way to rort the system...

Because you can't restrict a person's ability to earn an income from their own intellectual property or brand…

I appreciate your explanation to me GEO and thank you…however,if a player is deemed to be worth 300k per season as an NRL player, anything outside that price tag weather it be for his good looks, underpants or shoes should be totally seperate from his nrl wage, and should not reflect on his wage as in under the table money, houses or otherwise....this to me is where cap rorting and/or cheating raises its ugly head..

if TPAs were gotten rid of then most of the players, teams etc would be kept reasonably honest....but as I said there will always someone who finds a way to rort the system...I have no problem with anyone earning extra in life, but if your paid an amount by a club then that amount only should be his wage from that club to play for them,if he wants more then it comes out of the cap,not some dodgy deal outside his wage amount from the club...

The point I keep making, yes they are compliant now, but when they assembled the bulk of there roster running around today, they were not compliant. Souths could not compete with Manlys offer for Dylan Walker and the Titian’s with DCE’s offer and so on.

This is just a little slap, no wonder fans are leaving the game. I think the best solution for cap rorting, suspend the player and his manager for 12 months first offence, life second offence. I think you might find players take ownership in regards to the legality of their contracts and the risks involved if they dont

Sack the clubs for rorting. Manly should be kicked out or at least relocated North.

This is the way to cull/relocate clubs till we get to an appropriate number of Sydney clubs.

TT ..that is what a Non-Club Affiliated Third Party agreement is…It is not paid by the Club ...it is not endorsed by or guaranteed by the Club. nor should it be arranged by the Club....therefor it sits outside the salary cap.. they are perfectly legal and allows the player to supplement their income from Rugby League by using their brand to sell the undies for the sponsor..you can;t get rid of them as it restricts a players right to earn income....the amount paid by the Club is included under the Salary Cap....

It is those that are arranged illegally that are the problem and mostly get found out eventually see Melbourne Storm Bulldogs. Parra and now the cheating scum Manly...

So….............. make all third party agreements go through the NRL. Take clubs out of the equation. Also - illegsl third parties result in all points stripped and 1 year ban for player and manager

Again All legal Third Party agreements must be approved by the NRL now..

That will not stop Clubs trying to cheat and I agree the penalties should be much harder…

Kick Manly out set the standard and see how may try in the future...

Players should literally have to take their contracts to the NRL after it has been fully negotiated and then have it explained to them

Once the players signs it they become fully accountable for that contract , any variance from that has a two year rugby league ban
