14 year olds couldn't care less about tobacco. Vaping has taken over.
The amount of nicotine stashed away by vapers is enough to supply several generations of vapours for a lifetime if a permanent ban on vaping was ever introduced.

Nicotine can be purchased in NZ at various strengths with a prescription. eg. 100mg/ml concentration being a popular choice.
It would only take about 1.8ml of (100mg/ml nicotine) to a 60ml bottle of nicotine-free flavoured juice to get a little nicotine hit when vaping.. So a little nicotine mixed with flavoured vape juice can go a long way. Seeing as it can be purchased for $90 for 500ml, it won't break the bank for serious smokers/vapours purchasing several litres if a permanent ban was every introduced. It would be enough nicotine to add to your vape juice to last decades.
