Parramatta, Gold Coast, Canberra and Penrith have been hit with fines from the ARL Commission for salary cap breaches during the 2011 season.
The Eels, who missed the wooden spoon by a single point last year, were slapped with a breach notice for $80,366 while the Titans, who finished last, were pinged for $41,200.
Penrith must cough up $39,633 and the Raiders, who finished one spot above the Titans, just $5,358.
ARL chief executive David Gallop said the fines were a warning to all clubs that the cap will continue to be closely monitored.
"While any breach of the cap is an issue, the audit showed a strong level of compliance across most clubs, Gallop said.
"Certainly the message remains that we will continue to closely monitor every aspect of the cap and that clubs will be held accountable where breaches occur.
"The basic principle of any sporting contest has to be that everyone plays by the same set of rules and that is what we ensure through the salary cap."
Wests Tigers lost their appeal against a 2010 fine of $187,140.
