I agree, I cannot see what value someone like Luai would bring.
Manu is the only big name that I could see adding value for the money he would command, but you are competing with a club who bends the rules with their property investment portfolio for their key players.

If we get a big name player they have to be a game changer. Otherwise it's just stuffing your cap and that means if any of our development players (Fainu's, Galvin, Large etc) turn into guns we may struggle to retain them.

No to Suli and Lauai.
Yes to Sualli and Olakau'atu.
