the down side will negate any benefits. A team on a roll v a team on an off day will just pin them in the 20 and totally steam roll them
Bringing back fair consist policing of both teams across the full 80minutes , will in general produce a freer flowing game and a better adjusted outcome of the game from all invested.
But a rule crack down and reliable refereeing didn't last out the year ,last time they tried ,(Ivan was coaching us)

I believe they tried this in Super League and was universally disliked- they scrapped it when the leagues re-united.

Another thing he really yet us down with, and is letting Samoa down, is his lack of ownership of the last tackle kick. He passes the buck most times when in attacking positions.
