How did the board expect their playing and coaching groups to react to Smith waltzing in and stirring up trouble? Was he just there as an "efficiency expert" to get a predetermined result, thereby giving the board excuses to take action and have someone to blame should everything go belly-up? Whoever made that decision was responsible for much of this instability and needs to go, and if it didn't start at board level they have proven themselves incapable of keeping it out of the press and managing the situation effectively. Instead of stability we have factions with personal agendas pulling against each other, and integrity has gone right out the window with agreements and contracts proving completely worthless. It's simple really - choose the right people, sign them up, and let them do their jobs full term - if they stuff up it's not their fault, it's the fault of whoever contracted them in the first place. Too much infighting and too little accountability.
