The Second Tier Salary Cap

First of all, please excuse my ignorance with this question - what precisely is the Second Tier Salary Cap and how does it work exactly? Next, what is the point of the cap and is it viable?! Surely, there needs to be some flexibility when a club like the Tigers are decimated by injuries. Finally, are all the team selections by Potter really a situation where he has no choice but to select four or five forwards in the backs? And, I know it's been covered on other threads, but isn't it part of good coaching to pick the right players in their correct positions? :deadhorse:
 
The second tier cap essentially counts match payments and bonuses achieved by players outside the top 25 players that are counted in the salary cap.(and some to those inside the top 25, cant recall when or why they count)
It is to prevent a club putting a player that should be in teh top 25 on a low contract with massive match payments and bonuses.

Id say Potter would be pretty hamstrung on selections.
 
Thanks Goose but I still feel a bit unclear about it all. Can't dispensation be given where you are missing a significant number of your top 25?

You can apply for a dispensation, it is a poorly designed rule. I can see the intent but it doesnt work real well.

It works well for most of the other NRL teams that don't have huge injury lists

most years someone gets screwed.

Matt Moylen last year was very high profile.

Jeremy Hawkins and Jack Ahearn this year were not allowed to play.for the raiders.

Both those circumstances the clubs were not trying to get around the cap and the individuals are missing a chance to secure a future.

As I understand it, positions of players are taken into consideration. We won't see Keithy in the backs anytime soon. However, when you have Thompson and Halatau with a history of playing in the centres and Rowe in reserve grade, it's unlikely we'll be granted permission to blood anyone else.
 
Don't think we will be given an exemption because moltzen is playing footy again.

The dispensation can only be applied once you are out of finals contention as well

We won't bring any more players up

The minute we do it costs 80 k , plus a possible 2nd tier fine with the NRl if we exceed the cap without permission

We can't afford to bring someone up for them to play 2-3 games for 80 k
