The IC may allow the Feeder teams you have mentioned, if they can afford the travel, to remain their respective NRL sides feeder club .

Leaving the NSW Cup and Qld cup to compete as stand alone competitions designed to represent the local district areas. This would probably see the combining of the NSW Cup with the Bundy cup and therefor the cost of entering sides in the NSW Cup would be considerably less and would allow teams like Wests, Norths, Balmain, Newtown etc etc to keep running around forever whilst still providing local opportunities for kids to play local rep footy.

Exactly what you and I were discussing in the rally thread.
Elevating both the Reserve Grade and Bundy Cup to a higher level. Keeps community association on flowing through the entire development process

Its all very simple. A National open age NRL reserve grade comp. It would cost no more as The U/20's can revert to being a State run Jersey Flegg again
This would solve most problems.

For example they get an extra 900 k in 2013 ,say extra 600 k in 2014 ,and the rest in 2015 So the clubs don't overspend and get themselves in trouble in the future
