What's a good way to annoy neighbours?

Get yourself a WiFi jammer.
Neighbours I have are random as it's a holiday rental.
They soon want to leave when internet and phones don't work.
Just do it at night but switch it off in the day when internet companies could be lurking for faults.

@upthetigers - I've had some grubs of neighbours over the years, but I'd encourage you to not do anything illegal.

Last time I had a problem with a neighbour I didn't really know, I stuck a note in their letterbox with my name and phone number and the problem got sorted.
 
Crap in a Paper bag, put it near their front door & set it alight. Knock on the door then bolt, they will come out & stamp on it, an oldie but a goodie.
 
In Queensland, you catch a few toads and tie sinkers, bolts or washers to them with about 6 inches of fishing line. Throw on the roof of neighbour about 2am. The toads are happy to do this and jump around as opposed to being hit with a golf club. Win-Win.

if they have a swimming pool , late at night throw a 3 or 4 of those detergent capsules you wash your closes in , just a couple , pool will be nice and clean and smell good , but when filter is on YAY. Lots of bubbles bubbles and more bubbles

Nothing wrong with starting a sentence with 'and'.
No grammatical rule against it.
However, on the other hand, your sentence is a mess.🤣
And yes... 'however' is another word people think you're not supposed to begin a sentence with.
