Why would you join Wests Tigers?

(1) A few top signings would make others guns want to play here.
(2) To be part of winning club
(3) To be part of something special in turning the fortunes around.

(Think Miami Heat, Man City, Borrussia Dortmund)

Sadly we got none of the above (and they need $$$).

My advice; just get one marquee player on big bucks and take it from there. Hardly matters who it is, it's the point that we are sending a signal that we are serious. Other top players will admire this and will also want to play with the marquee player. Hopefully it will snowball into sponsors will be champing at the bit. We will have created a winning culture which means that top players and manages would always want to join, regardless of if we win that year or not (see Arsenal, NY Yankees).

Fair point. IMO we have made our big signings in Brooks, Tedesco and Moses. When they become the players they show the potential to be we will have our marquees already signed. Brooks in particular shows the potential to be one of the 3-5 most talented players in the comp given a few years.

As expected, there aren't any real factors that would draw people to our club.

I think most other clubs have someething unique that could draw sponsors, players etc.
