He means if you were to have a cap of $4mill, only $250K of any player's contract would count towards the cap.
Let's say we want to pay Benji $500K. Of that $500K…$250K would count against our salary cap and $250K would not.
So basically, if you wanted to pay ALL your players $250K or more, you would only be able to have a squad of 16 players (4,000,000/250,000 = 16) so you would still have to be careful not to go over the cap. In that system, the average salary would be $160,000 (4,000,000/25 players = 160,000) per player.
Using the Thurston example under the current system($4,200,000 cap), he would take up 750K worth of the cap leaving 3.45mill. An average of $143,750 per player to pay the remaining 24 players in the squad. Under Gould's system, you could pay Thurston $750K, but it would leave $3.75mill remaining to pay the rest of the squad. A $300K difference even though the cap is smaller.
