That's what I thought also. There has been a few examples in the past of players offering to take a pay cut in order to help clubs recruit or retain certain players. The difference with this one and Papali'i may well be that by all reports Kelma hasn't has a signed contract registered with the NRL, as per @Cobarcats sneaky little sleuthing and Manly's lack of any form of announcement.
