BRETI think you're overly simplifying what was a complicated situation. As I recall the "early years" had two separate teams both with unused first grade players. It was only when Sheens wanted to move to a single feeder team and Wests Campbelltown demurred that Balmain effectively became the sole feeder club. As I understand it Balmain were prepared to support a Wests Tigers reserve grade side.
Sheens wanted all his NRL other than the top 17,in any given week playing together as opposed to playing against each other.
Balmain Ryde also trained with the first grade squad so they were all on. The same page
