I take your point, but..Not all penalties given away are bad- sometimes giving away a penalty saves a try or even just is worth giving away to slow play down and also where it is on the field and in the tackle count so I never think pure numbers of penalties mean much
Those are generally the exception to the rule, rather than a data-affecting regularity.
Penalties conceded is a pretty good measure, among other things, of general, overall discipline.
