Our biggest problems re cap are:
players not taking the field. i.e. Sullivan is just cap wastage.
Fringe graders, Toa in 2024 (not so 2025), Staines, etc. People who play below average in their best position.

Paying Bula 900k is fine, because he will deliver value on the field.
