My guess is this.
V'Landys didn't want to create a media storm by appointing an administrator. He made the agreement that O'Farrell and the other independents would be reporting directly to the NRL as a watchdog of sorts. This gave the independents enough confidence to return and gave HBG what they ultimately wanted which is board control.
I believe that, the NRL believes, it's a good solution, but it's not going to stop bad decisions being made.
Time will show their incompetence.

It annoys me that PVL still thinks it’s worth mentioning.This is the greatest myth now around the club…it’s an enabler for the continuation of this disruption coming from HBG that keeps the club at the bottom of the ladder ..

I think his complaint is in regards to the perception of the club. In their minds, to the general RL public, Wests Tigers are an extension of Balmain. That’s what the old Magpies fans are still bent out of shape about. They know the Magpies are in charge, but it irks them they get no recognition. That’s the crux of their issue.Unfortunately it's worse than that, it's a victim's mentality.

Part of me wonders if this is still all about the Tiger brand, that some old folks just can't handle that both clubs agreed the Tiger was more marketable mascot. And you could call it the Western Suburbs Lidcombe Campbelltown Tommy Raudonikis Dallas Donnelly Magpie Black & White Tigers, but they'd still rankle at having Tigers tacked on.
