Spurs and the Toffees finish in a scoreless draw.
Tottenham's wait for a first Premier League goal and win this season continued after Roberto de Zerbi's side were held to a goalless home draw by Everton.
Spurs have not scored in any of their first four league matches, over 400 minutes of football, and again struggled to create many meaningful moments.
Their best chance came in the fifth minute when Jan Paul van Hecke volleyed over a wide free-kick from Andy Robertson at the back post.
Everton were marginally the better side and Thierno Barry almost put them in front, but his close-range header was blocked by the face of Antonin Kinsky in the 50th minute.
The Spurs keeper also gave the ball away to Kiernan Dewsbury-Hall in the 65th minute with a sloppy pass out, but recovered to block the midfielder's finish with his leg.
With two points Tottenham are 17th in the table, one point above the relegation zone, while Everton are seventh and still unbeaten after the first four games.

Arsenal maintained their perfect start to the season after two moments of brilliance from David Raya and Bruno Guimaraes set them on course for victory at Sunderland.
On 55 minutes, Gunners defender Ezri Konsa was penalised for pulling down Dan Ballard in the box, but goalkeeper Raya read Enzo le Fee's penalty with a superb save low to his left.
And its true significance was not revealed until 121 seconds later, when midfielder Guimaraes - brought on as a half-time substitute - brilliantly curled home the opener off the bar from 20 yards out.
It was the summer signing's first Arsenal goal and had added meaning as it came against Sunderland - the arch-rivals of his former club Newcastle United.
The win was sealed in the final seconds as Bukayo Saka slotted home a penalty after being fouled by Reinildo Mandava, who was given a second yellow card and sent off.
By finding a way to succeed once again, Mikel Arteta's men extended their 100% start to the season with six wins from six in all competitions, including four in the Premier League to put them top of the table.

The Boro defeat Norwich 4-3 in a ripper of a game.
Ashley Phillips scored an injury-time winner as Middlesbrough beat Norwich City in a seven-goal thriller.
Boro had led 3-1 only to be pegged back by a Canaries comeback in the second half before defender Phillips was on hand to steer home in the 91st minute.
It was the final act in a match that was full of drama from the start when Mohamed Toure had put the visitors in front inside a minute with his fifth goal of the season.
Boro turned that around to lead within seven minutes through Sebastian Berhalter and Amario Cozier-Duberry.
Berhalter's second of the afternoon towards the end of the first half gave them a cushion but they were stunned by Norwich's comeback.

Cyle Larin continued his excellent form as he scored twice in Southampton's 4-1 win over Bristol City.
The Championship's player of the month for August put Saints ahead when he fired into the top corner.
But City will feel unlucky not to have gone into the break with a goal as Dom Ballard missed a number of chances.
They had more opportunities in the second period before Larin pounced again from close range after an hour for his eighth goal in nine games this season in all competitions.
The Robins did get the goal they deserved as Lorent Tolaj steered Rio Cardines' shot past Daniel Peretz soon after Larin's second.
But Kuryu Matsuki made it 3-1 late on as he swept the ball home from inside the box, before Finn Azaz got a fourth moments later as City were left to rue the chances they missed.
The win sees Southampton leapfrog Bristol City into seventh place on goal difference - both sides have 10 points as the Robins slip to 10th.
City ended the game having had 21 shots compared to the hosts' 10 and they got off to a superb start as Jason Knight forced an excellent seventh-minute save from Peretz from the edge of the box.
