So many turning factors but the Bruce McGuire penalty takes the cake as the penalty was for not being in the spirit of the game (or something similar) as he was shepherding behind a Canberra player who was trying to get back on side. That was Junior's recollection when he commented on the 89 grand final a couple of years ago as he queried Harrigan at the time given he couldn't se anything wrong with what McGuire did. Junior believed that was the only time Harrigan ever gave a penalty for that type of offence and what a time to give it!!

I believe the rule is legit - that shepherding includes using out-of-play opponents, as it is with using your own team-mates. However don't think I've seen that interpretation applied in any game of football since.
