Take Chris Lawerence for example , he had a similar issue if not worse but he was on the field and not a liability either.

concussion is caused by the brain hitting the inside of the skull - headgear can add to the impact!

Headgear scientifically has not been proven to protect from any major concussion as it doesn't attenuate the impact force enough, however it does not add to the impact. The force is generated by the head accelerating at a speed to fast for the cushioning effect of the cerebral fluid, hence it hits the skull. The weight of a headgear does not play a role, and as it is outside the skull the density of it does not play an impact. Its only concussive effect is on soft force injuries that may be beneficial in someone susceptible to concussion (as galloway is currently) but this is still a bit up in the air whether it does.
So, probably wont make a difference in a game of rugby league to prevent from concussion as not many hits don't have much force, but it definately does not add to the injury likelihood.
You are right in that it protects the face and head from abrasions, cuts, wounds, and partially from fracture.
