They can change the rules, but clubs will find their way around it, whether it be cash in paper bags, property for family members, or payment for work not perfomed. The only effective way to stop it is for the ATO to provide information to the NRL, but that is not going to happen. Cheaters will continue to cheat, and we will always have the usual suspects buying the best players.
