The board would and does approve the operating budget of the CEO. The CEO doesn't have unrestricted power to spend funds however he likes, particularly for large sums.
Yes, thats the governance part, there are limits and levels for approval and the largest investments would go for board approval. Day to day operations should not be of concern to the board unless they create excessive risk to the organization

yes - and in the context of this discussion, 500k is not an amount he would spend freely as one poster suggested.

The CEO does not have total control of the finances and must work within the constraints of a budget agreed by the board. If there's a spare $1 million lying around, he hasn't got carte Blanche to spend it how he likes, he must get sign off.

We are not talking about a few pens for the stationary cabinet.
