I see that the tigpies as you put it, have won a premiership more recently than the distemper dogs during the 2000's.

Yes it is but you would have removed the ambiguity from your post if you used the more commonly used wording "The tigers finished 15th twice in the last decade" when referring to the last 10 year period. This decade typically refers to the current decade 1-10

I'm glad you know how to use a dictionary incase you need to look up the word ambiguity.
