I think the decision is random. You can see players getting off for this incident or just getting a week or getting what Api got.
I find it very unclear what distinguishes many of these incidents and I'm frustrated because I don't see intent in the way a hip drop is meant to work.
I know that doesn't excuse carelessness but I'm still not convinced this is worse than many that didn't even attract a charge. It's either a penalty and charge offence or it's not, and it's not playing that way.
Referees are in a strange space at the moment as they grapple with ultra slow replays, judging consequence based on injuries, looking at player intention, evaluating how players fall in a tackle. All of those elements combined create random outcomes.
