IMO its definitely a shoulder charge. A very soft one but still a shoulder charge. if you watch the replay, LL hurts his arm a couple of tackles earlier and is looking at it and shaking it and its hanging by his side. That tackle is on his injured side and he simply uses the shoulder, no arm.

Im surprised the club is challenging it.
