The way I see it is
More teams = More games = More TV money = Higher NRL grant = Higher salary cap = Less players taking the money in England = More quality players staying in the NRL.

Yeah, my view too. With the increase in the cap, more players, both Australians and O/S, will leave the Super League. There will be more opportunities for the next generation of kids coming through, keeping more kids interested in pursuing a career in rugby league. Kids tossing up whether to play rugby league or rugby union will see the benefits with our code. There may be a few years of lull, but beyond that, the quality will return.
Look at the flip side. What would happen if the NRL went from 16 teams to 10? The quality of those 10 teams would be ridiculous. But then all the fringe players would disappear. Kids would give up hope of playing professionally. And once the current generation of players retires, the quality that would replace them would be inferior. We would be back at square one, but with less of everything…
