It means he implements what the Board wants. The Board is the company not the CEO. The CEO works for the Board.
Like you said, I'm 99% sure the CEO hires the coach at the behest of the Board. Same as the NRL CEO implements the will of the ARLC. He may make recommendations, but he can't make decisions against the board's will and he answers to the board.
The problem for everyone here is, if we indeed need a total overhaul, fine sack Pascoe, but not one person on that board will change, and they'll just hire another bloke to do the same thing that they asked the previous bloke to do.
Just take a look at the previous CEOs:
Steve Noyce 2000-2008
Scott Longmuir 2008-2009
Stephen Humphreys 2009-2013
Grant Meyer 2013-2015
Pascoe 2015-
Which one of those CEOs was independently successful? Which one achieved notable success?
Steve Noyce was the CEO when we won the comp, but within his tenure we wasted our NRL merger grants, let coaches encourage players to finger other players in the anus, lost a few players to drug convictions and made the finals 1/8 seasons.
What I'll say at the very least about Pascoe, Tigers no longer owe anyone money, the off-field is stable and the in-fighting is basically over, the finances are up, the membership are somehow at record levels, crowds are still pretty good. We have a govt-sponsored CoE being built, which even Pascoe's greatest critics admit is a pretty major coup.
So by all means sack Pascoe and get some new CEO in, but honestly be prepared for several seasons to potentially see a difference, because, again, the CEO does not completely control the roster and he doesn't coach the players. But we've had 5 CEOs so far and none of them had sustained finals success.
