Because a few years back (I think 2019 from memory) the people in charge of the game basically had enough of dummy halves just throwing the ball at offside players that they changed the rules.

Dummy Half Passing Ball into Defending Player at Ruck
Where a dummy half deliberately passes the ball into a defending player caught in and around
the ruck who is not actively taking part in the play, such an act will be deemed to be contrary
to the true spirit of the game and constitute misconduct under section 15(1)(i) of the Laws of
the Game, and a penalty will be awarded against the attacking team. Section 15 (1) notes
This does not in any way absolve a defender of his responsibilities to clear the ruck and the
defending team will still be penalised if it is deemed that they are interfering with play.

Still find it a bit stupid though. If the dummy half runs into an off side marker deliberately and the defender doesnt get involved that would be a play on, not a penalty, so why change that?

There was a bit of talk about the dummy halves taking the piss with it leading up to the rule change. Then there was a game after if had been in the media for 2 weeks where Smith literally threw the ball straight down like taking a bounce in AFL. That's when they changed the rule.
I'd say the difference compared to running at an offside player. The offside player isn't penalised until he starts actually tackling the runner. If he is just being ran into and not trying to execute the tackle then it is play on.

Yeah this rubbished is coached for sure that and when players are on their feet trying to play the ball and the marker has hands on them, all of this crap happens a lot.

It has to be cleaned up and the ref pings them straight away.

Another thing I can't stand is when a player is tackled but keeps on moving forward and they lose the ball and win a penalty they should be pinged for moving off the mark stealing ground they didn't make.

he should have been pinged for not clearing the ruck....he was basically kneeling, fully upright so in truth he did impact the ability of the DH to pass the ball. Harry was just too obvious.
