Agree with this 100%. It is the obvious solution. What the player gets paid and what the player is valued at in the cap can be two different numbers. The NRL needs to set up a portal or similar viewable to all the clubs. When a player is off contract any club can submit an offer of the dollars they want to pay over the years they want to offer. Each club can only have 2 or 3 chances to amend its offer (to prevent gaming the value). The player will be valued in the cap each year of his contract at the average of the offers that are higher than the offer they accept (an average is used to reduce the ability to game the value). That way, if a player wants to take unders to play at the roosters, go for it. The player won’t miss out financially between his lower roosters salary and his brown paper bags. The player can still choose where he wants to play. But the roosters will get hit with a market value cap valuation which will spread the talent out very quickly. Soon enough there will be no point in clubs using illegal payments to attract talent because there is no benefit to the club in doing so. I’m sure there would be a few kinks to iron out with this system but it would work so well. Although, I wonder if the NRL players association would allow it as if you take out the illegal payments, the overall earnings of the leagues’ entire top 30 squads will be significantly lower.Of course they are not . probably never have been. I disagree with the points system not being linked to a contract price. But their worth should be established by what ANY club is willing to pay for them , not what the club say they signed them for. EG we offer Tedesco 1.2 m but he signs with the Rorters for 800k.( supposedly). For him to sign with the Rorters , it will still cost them 1.2 m off their cap because thats what the market( The Tigers offer of 1.2 m) determined was his worth. This way there is no retraint of trade, there is no way the cap can be rorted cause the process would be totally transparent.

It's utterly embarrassing and unprofessional to not have this locked in 12 months in advance. How can clubs budget and allocate space in their cap if they don't know how much they have to spend? The NRL is run by a bunch of monkeys. But not the smart Planet of the Apes kind..I think we should also all be aware that the NRLs inability to set a salary cap for next year even at this late stage is causing delays across lots of clubs and contracts
