I understand their is a 'rule' about spending your cap, but whats the penalty if you dont?

Is it just a 'preferred' rule where the NRL send you a breach notice and tell you are a naughty boy, or 'we will kick you out of the comp' rule?

Not sure but its a joke to an extant. They were going to fine the knights for being under if they didn't spend up to the cap even though they have just had 3 wooden spoons in a row. I think fine and points deduction though not certain. I do not want to front/back load any contract. Just use what we got. Makes it simple.

The roosters better be careful. Aren't they still $3 million under the cap?

No real contribution other than negative shit. Keep providing any insight you have. Contracts execution and finalisation never an easy thing. People always change there mind or use I
Plied agreements as leverage. Then there is the player manager who is out for him self. Manipulating player decisions depending on what payment they could receive from not just the player but a club wanting the manager to help entice a signature. This is the side no one sees and this is the side that carries most weight. There are worse than shonky car sales men dirty real estate estate agents.
