Well, yes. Ownership is the issue. A far, far bigger issue than Sheens, Brooks and whoever else below. With the right owners setting performance criteria it should be possible for even Brooks to play a hell of a lot better than he is. You'd think at some point the NRL leadership would say - "Look, your performance is now dragging down the league. Either do something about it or we do something about you". But that's Ideal World thinking. Not reality, I guess.I agree the Wests Tigers have a long history of losing and the foundation clubs were also pretty unsuccessful over time but that shouldn’t prevent major change. South’s might be a better example after they were kicked out. New owners with money turned the joint around.
