Personally i like this way too. The onus is on the coach and support staff.
However even though the coach can go after who they want, there needs to be another person in there when discussing the contract numbers. Des Hasler is a prime example of having full control but putting the cap way out of wack for the next 4 years.
Let Benji go after his players but have a system in place where he does not have control on how much or how many years without outside votes.

I don’t think DCE has had a season where he has played less than 20 games since about 2018. And besides, Schuester would be thrown into the halves before Wakeham.
