Todays footy doubles question

I noticed an interesting thing today and was wondering what peoples thought/opinions/knowledge of the rules on the situation was.

So we know that Matt Moylan and Blake Austin were the two first try scorers in today's game for each team, and both were wearing the no.1 jersey. And as such the Tigers paid out on the 1 and 1 tickets.

However;

As the teams officially named an hour before the game had Mitch Moses as the Tigers official no.1 (even though wearing the 19 jersey) and Austin was on the bench (thus becoming a player outside the named 13), shouldn't the result have been 9 and 1 as Austin replaced Joel Luani and therefore became the no.9 irrespective of the jersey number he was wearing?

And if it does stand as 1 and 1 who was the number 9 at the time of the Tigers try as Moses would still be officially the number 1 as he could not be the 9 as he did not replace Luani?

Were those with the 9 and 1 tickets dudded? or was there no official number 9 on the field for the tigers for around 60 minutes of the game today and those with the 9 and one ticket had no chance of winning?

numbers only

Last week number 1 lasted 5 seconds

dudded

So if Moses scored, or even Ava, no-one would have won?

I was sure interchange players do count (replacing those who they come on for), but I have never witnessed a situation like today happen.
