More people who like Rugby League already have Foxtel, compared to people who like AFL, so they are using Fox Footy as a way of bringing those AFL fans to Foxtel.
If they set up an NRL channel, it'll basically be same viewers switching over from Fox Sports to a more expensively run channel just for Rugby League, whilst also hurting Fox Sports at the same time.
