Who cares how much time he has to get an arm down or if he only lands on his shoulder.
If it happens a slight bit faster or the angle is slightly worse it could end in a bad injury. This should always be the type of tackle that is cracked down on hard IMO

I'm surprised that the defence for Uate didn't state that as 'Tim Simona had only just made his debut he put 'himself' in a dangerous situation' thus exonerating the far more experienced SOO player Uate.
