Exactly, if you want to make your implementation plans public you may as well just e-mail them to Demetriou personally. We have something to measure the growth of the game against now, and a strategic plan for the first time since Super League really, yet people still complain.

Have you actually read it? I think it's reasonable to expect more detail than the document provides. Otherwise what's the point? We all know they want crowds and memberships to go up.

As a comparison look at what the AFL puts out annually:

Performance indicators, now whoever takes over as CEO as well as clubs will have benchmarks to meet, instead of just saying crowds/membership/sponsor $s are up. Crowds have been effectively static, now we are setting a goal of getting to 20k by 2018, something Gallop never bothered with. This basically gives us something to judge the commission and the new CEO against.

Also, comparing a strategic plan to an annual report is apples and oranges.

Does the NRL even put out an annual report? The point was to compare the level of detailed information the AFL provides compared to the NRL.
 
No wonder all these codes are fighting for control of western Sydney - it's bigger than bloody Texas (which raises the question, is Texas in western Sydney ?)

No Texas is in Queensland!.

The document that the NRL has released is a Strategic Plan. The prupose of strategic plan is to setout the mission and vision of an organisation. It will then detail broadranged targets, objectives or goals for the next 3-5 years. This is exactly what the NRL strategic plan does. It is not the purpose of the plan to go into great detail about the strategies that will be used to achieve those targets. Those strategies are detailed in the operational plan that usually covers a 12 month period. It would be stupid to expect any organisation to plan stratergies for 5 years in advance, its just not good practise.

Iam confident after seeing the NRL's strategic plan that they are completing the process of developing an operating plan at the moment. For a organisation such as the NRL I would be highly surprised if they made their operational plan public.
