On your first point though - you are probably right - i don't think there would be any formal rule that says you will be fined if you do it. I'd say its an understanding between the NRL and FOX/9 that they have the right to have cameras in the dressing rooms. The media probably complained to the NRL who then issued the warning.

I would think it would be in the NRL operations manual that it is a requirement.
 
Easy problem to fix hire some exhibitionists to stand naked around the dressing room problem solved I'm sure they don't have a rule where you can't be naked in a dressing room.

The NRL no longer releases the operations manual publicly but in the past that is where it would have been.

I was thinking that should be a public document but then I couldn’t think of any other private organisation that releases such a document to the public, so maybe not.

Seems a fair fine. Clubs get paid and players get paid a fortune and with that comes access for broardcasters and fans. Sick of players thinking they dont have to earn their money and this is a good sign of the attitude that needs to be taken out of the club.
