YES! Refs these days are too scared to use the 10 minute sin-bin. In all honesty, though, I don't blame them that much… 10 minutes is a huge chunk of the game. Too many times a penalty does not do justice to a foul play, especially when it results in injury - the only team that benefits is the team the week after if a player is suspended.
 
I'm old school from the 70's and while there were certain aspects of the game that we don't need in todays game I would like to see a few retro changes along the way.
Reduce the interchanges to bring back the old style 'gladatorial' contest, ie. the survival of the fittest, I came across an old game from 1989/90 where Steve Roach was setting up the match winning try in a ABC game in the 78th minute and he had played the whole 78 minutes just like most of us did in the 70's.
I'll admit I didn't have all the skills back in the day but what I was good at was the strike in the play the ball, you don't know how many points I saved my side back in 1991 by doing this, a forgotten art that was tainted by players just striking at the ruck willy nilly, wasn't a good look on the modern TV coverage.
The shoulder charge was an art!, however in modern times it was often poorly executed and the attacker ended up worse for wear, in this sanitised game it became a bad thing, but back in my day it was rare to see it go wrong.
Fair dinkum if the refs were prepared to 'slow' the game down just a tad then they wouldn't be on so much pressure and they will be less likely to make mistakes by being more judgemental with a few precious extra seconds to make a definitive decision, just as players make mistakes from the speed of the game so do the people with the whistle.
