News Limited would NEVER come in and support Balmain, which they would see as a sinking ship along with Western Suburbs. The only option I see for both these is in a Metropolitan Cup which was mooted during the Super League saga.
It would not surprise me to see multiple Sydney clubs face the axe in the future. Maybe more mergers perhaps.

As Balmain get poorer, they get more and more.
Wests get nothing.
