You have to spend a minimum of the cap. Geo I think it was put the link up for the salary cap rules ages ago.

I wrote to ther NRL directly about this a few months ago and got this reply:

In 2015, the minimum Top 25 spend is $5,895,000 per Club.\

The top tier salary cap applies to the top 25 players from each club, and any other operations staff fall outside of the cap.\

Teams cannot 'stockpile' money from the cap for future years.\
