But there's one intention of the cap you've both missed. While I agree that the system wasn't intended to level the salaries of all players (especially marquees), nor equal the appeal of all clubs as a destination, it definitely was intended to put a ceiling on the budget of all clubs and, therefore, spread the talent more evenly. By having a cap, clubs were being asked to balance their expenditure carefully and make astute decisions about which players they keep or let go. However, even to the causal observer, it is obvious that certain clubs are rorting the cap by using TPAs in their salary structures in order to fudge the figures presented to the NRL. This cheating, reduces the chance of a level playing field, in terms of talent, and, therefore, flouts the the main intention of the cap. And all of this is ignored when it is happening right under our administration's nose.
