When you are a bottom 4 team & have been for a while now it probably is the best way forward but you're right in saying that is a very slow process to improve the team. Penrith have shown though that this model works & it is the best way to set up long term sustainable success. Personally, I don't think we're that far away as people think.

Let’s hope … I’m not expecting much improvement on the ladder next year though based on developments so far … maybe the following year though

You make it sound like these players are the bad guys in this scenario. If I was lucky enough to negotiate a contract on overs, I would not walk away from it for practically anything.
They aren't bad guys, it sets a dangerous precedent when we try to move players everyone says its business but when a player wants to move everyone calls it disloyalty. Good luck to them getting the $$$ they got but other clubs would not have paid anywhere near that for average players. Its only my opinion, I dont mind paying overs for elite players like Luai. But Sullivan, Bateman, Klemmer, Naden, Staines weren't wanted by any other club and we still paid overs for them.

They just extended Staines late the offseason… no blaming Pascoe, Sheens or Fulton for that one … doesn’t fill me with a lot of confidence

Have few juniors... but pick the eyes out of other clubs,and contribute very little to the game other than make established players rich(er)

We don't. We stop trying to get rep players to come here & heavily invest in our juniors to lead us forward. We sign players who can fill in & do a job for the time being but not ones who will block the path of the kids coming through. It's only once you do all this that the club will improve & then you will be able to sign rep players on those sorts of unders. But the hope is you develop these rep players rather than sign them.
Yep. And poach the next generation of rep players when they are on the fringe of debuting.

Based on Richos comments, we have around 1 million in the cap for next season with the departure of Papalii and 30 players signed (assuming all club and mutal options are taken up). Our current top 30 and depth currently looks like the following:

1. Bula / Staines
2. L. Laulilii / Solo Saukuru
3. Douiehi / To'a
4. Olam / Feledy
5. Turuva / Naden
6. Galvin / Sullivan
7. Luai / Sezer
8. Utoikamanu / Miller
9. Koroisau / Da Silva
10. Klemmer / Faagutu
11. Bateman / Tumeth
12. Fainu / Sukkar
13. Matamua / K.Laulilii

14. Latu Fainu
15. Twal
16. Pole
17. Seyfarth

Dev Contracts:
Alex Lobb
Heath Mason

Based on the above squad, the obvious move here would to be move on Tumeth and re-sign Sione Fainu.

Other than that, the biggest glaring need is to upgrade the backrow position with the money available. Bateman has been underwhelming and Sukkar is unproved. We should be looking at going after a good quality backrower whos path is blocked at their current squad like Suia Wong or Egan Butcher.

Staines, To'a and Naden are fine for outside back depth and Sezer and Sullivan provide good halves depth with Latu Fainu. Mason will also provide depth at fullback.

Long term getting rid of Sullivans contract would be ideal however we need to spend 95% cap under the current rules and getting rid of Sullivan will prove challenging. The number 1 priority should be investing the $1 million we currently have into our backrow and forward depth as that is where we look lightest.
 
I don't think Tupouniua is someone we should be angry on missing out on. Especially on a 4 year deal.

We should be using it to our advantage.
Bulldogs have a very good emerging edge back rower in Harry Hayes. They are now over stocked in back rowers, so will be no room or direct path to NRL for him,
Tall, strong & fast, he’s an ex outside back and has become a very good home running, try scoring forward for the Bullfogs NSW Cup team.
If we don’t sign him, a rival NRL club will.
