He should be made to have to earn an NRL contract. Get away from the game for a year or two, and do something productive. Jake Friend was a guy who had a lot of issues early in his career. Got a job 9-5 job as a kitchen hand, then came back to play and never had another issue. Ended his career captaining his club. It’s setting the wrong example and is only enabling him to give him a contract without making him earn it. And given no club has jumped on him yet, maybe they want to results before throwing him a lifeline.

Phil Gould has never been one to bag the Tigers. I suspect he has a sort of long-term respect for the old Balmain and Magpies clubs, and I don't ever really see him laying the boot into struggling clubs.
